Command and staff exercises in which the management personnel and members of the emergencies and fire safety commission participated were held at Antipinsky Oil Refinery in accordance with the following hypothetic circumstances: Actions Taken By Management Personnel In Case Of Emergency Threat. In addition to that, special tactics exercises in which volunteer emergency response formations (NASF) and operators of AT-1 oil refining unit participated were held in accordance with the following hypothetic circumstances: The Seal Failure of V-101 Electric Dehydrator Container, Oil Spillage, Inflammation, Fire.

Heads of the refinery’s structural units, workers of oil refining workshops, the refinery’s duty-dispatcher service, duty services of the electrical sector, the heat and gas supply sector, water supply and removal sector, instrumentation and control sector, commanding officers and personnel of OOO PCh-1 (Fire Department LLC), volunteer emergency response formations (NASF) of the refinery consisting of the firefighting team of TSTs (commodity shop), the firefighting team of the water supply and removal department No. 5, chemical reconnaissance group, sanitary group of the central laboratory of the enterprise (TsZL) took part in the exercise using special-purpose technology of the transport sector and of mechanical repair shop.

These exercises focused on: assessment of action plans on accident prevention and elimination, determining the readiness degree of manpower and resources for actions in emergency situations, improvement of practical skills of senior management and command personnel regarding the organization and carrying out of rescue and other urgent operations in the damaged area and control over teams, as well as for the purpose of team personnel training so that their actions are concerted in the course of rescue and other urgent operations carried out at the facility.

The actions of formations and refinery workers have been assessed in the course of the exercises with regard to their ability to call a fire brigade, to stop the unit in case of emergency, to inspect the operation of the block system switching off the electric-dehydrator transformer, to cutoff the power supply to the electric-dehydrator transformer and other equipment located in the inflammation area, to isolate V-101 with the nearest accessible stop valves, to stop water supply for flushing, to switch off functioning pumps, and other actions.

In addition to that posts were put out during exercises in order enclose the emergency area, primary fire-extinguishing appliances were prepared, mobile fire posts were connected to the hydrants of fire water supply and foaming substance networks.

According to the special-tactics exercise plan involving the volunteer emergency response formations (NASF) of the refinery emergency rescue services began to fight the fire with water and foam solution in the inflammation area after obtaining a written permit to extinguish fire on electrical equipment.

When firefighting operations were over the refinery workers began to remove spilled oil.

No violations were revealed in the course of the exercises. All departments acted in an accurate and coordinated manner.
