On November 19, 2014, a counter-terrorism training exercise titled “Organizing and conducting a counter-terrorism operation to combat a simulated terrorist attack, minimize and mitigate its consequences” was carried out together with Tyumen Region Emergency Response Center.
Participating in the exercise were employees of Antipinsky Oil Refinery, Fire Fighting Unit No. 1 LLC, Guarda Private Security Company LLC, ANPZ-Product LLC, emergency response team of the Tyumen Regional Office of the Ministry of Internal Affairs of Russia, Tyumen Region Emergency Response Center, Life Safety Department of the Tyumen City Administration, Health Department of the Tyumen City Administration, Extra-departmental Security Division – a branch of the Federal State Public Institution of the Extra-departmental Security Directorate of the Tyumen Regional Office of the Ministry of Internal Affairs of Russia, Tyumen Regional Office of the Ministry of Internal Affairs of Russia, Federal State Public Institution “32 OFPS” for the Tyumen Region, Special Rapid Response Unit of the Tyumen Regional Office of the Ministry of Internal Affairs of Russia.
According to the exercise legend, a message was received that an explosive device was planted on the territory of Antipinsky Oil Refinery’s feed and product tank farm in the finished products shipment area.
The exercise focused on mastering practical skills to combat a possible terrorist attack, minimize and mitigate its negative consequences.
The exercise involved the rehearsing of evacuation of threatened population from the counter-terrorist operation area, filtration activities, searching for and defusing of improvised explosive devices, blocking and neutralizing of terrorist groups. The exercise also included testing of algorithms for warning the population of a terrorist threat and imposed counter-terrorism operation regime specifying the measures and temporary restrictions used. The counter-terrorist exercise involved over 100 employees of law enforcement agencies and authorities of the city of Tyumen and Tyumen Region being part of the region’s Emergency Response Center.
The employees of the Antipinsky Oil Refinery’s Security Service have demonstrated a high level of readiness to act in emergencies. The training exercise command team assessed the level of interaction of all the services involved in the terrorist attack prevention as positive.
