Antipinsky Oil Refinery held a special tactical exercise with the Tyumen City Fire Guard Garrison units and rescue services as part of All-Russia Civil Defense Staff Training.
Participating in the exercise were specialists of the Crisis Management Center of the Chief Directorate of the Ministry of Emergency Situations of Russia for the Tyumen Region, executive and employees of Antipinsky Oil Refinery, employees of Antipinsky Oil Refinery’s Fire Fighting Unit No. 1, area subdivisions of the Federal Fire Fighting Service, professional and volunteer emergency rescue teams.
According to the exercise legend, vapor-air mixture exploded in a rail tank car and diesel fuel spilled over the area of 360 square meters at Antipinsky Oil Refinery’s feed and product tank farm in the finished products shipment area. Two tank cars filled with diesel fuel were caught in the conflagration area. One employee of the Antipinsky Oil Refinery was injured as a result of explosion.
As part of the exercise, a mobile unit of the Crisis Management Center of the Chief Directorate of the Ministry of Emergency Situations of Russia for the Tyumen Region. Fire fighting services cooled down the tank car and the loading rack, conducted a foam attack on the burning tank car and localized the fire, whereupon pneumatic patching was applied to the tank car.
The accident reconnaissance and containment, as well as the petroleum products spill cleanup were carried out by the Tyumen Region Emergency Response Service and the fire fighting train of the Siberian Extra-departmental Defense Unit of the Sverdlovsk Railway Branch of the Federal State Enterprise “Extra-departmental Security Service of Railroad Transport of the Russian Federation” of the Yekaterinburg Branch of the Center for Emergency, Rescue and Ecological Operations that came to the Antipinsky Oil Refinery to take part in the exercise.
The refinery management has traditionally placed a great emphasis on industrial security and occupational safety issues, so the Antipinsky Oil Refinery’s employees have demonstrated high-level knowledge of and practical skills in using emergency power shutdown procedures, evacuating the refinery’s staff and the injured employee, whereupon the latter was given first aid by the Antipinsky Oil Refinery’s medical unit.
When reviewing the special tactical exercise the management of the Chief Directorate of the Ministry of Emergency Situations of Russia for the Tyumen Region gave credit to the actions taken by the Antipinsky Oil Refinery’s employees to organize interaction between the refinery’s structural subdivisions during the fire extinguishing operation by rating the exercise result as “Good”.
The certificate of the exercise held states the opinion that the Tyumen Region fire fighting organizations and emergency and rescue units engaged by the Antipinsky Oil Refinery CJSC have sufficient forces and means to contain and clean up possible petroleum product spills.
