IN THE LAST DAYS OF JANUARY, ANTIPINSKY OIL REFINERY MANAGEMENT HAD A GOOD REASON TO SOLEMNLY CONGRATULATE ITS ENTERPRISE EMPLOYEES ON THE FIRST JUBILEE FIGURE: PROCESSING OF THE 10 MILLIONTH TON OF OIL. FOR A YOUNG COMPANY, IT IS A LANDMARK EVENT SHOWING NOT ONLY THE SCALE OF THE SET GOALS, BUT ALSO THE COMPANY POTENTIAL TO ACHIEVE THEM

“INBORN” ADVANTAGES

The issue of choosing the site for construction of such an enterprise as an oil refinery is a strategic one, determining to a considerable extent the business success. Therefore, already in 2004, when Antipinsky Oil Refinery construction started on the territory of one of the major oil and gas subjects of the Russian Federation – the Tyumen Region, it was obvious that this location only will ensure a number of the enterprise competitive advantages in the oil processing market. In part, it is due to the fact that most of the Russian oil (72%) and natural gas (91%) reserves are concentrated on the Tyumen Region territory. Besides, Antipinsky Oil Refinery is the only commercial oil refinery plant in the region and the Urals Federal District. It is located near a well-developed logistics network – railway and motor roadinfrastructure. In addition, Antipinsky Oil Refinery is connected to JSC “Transneft” oil trunk pipeline with the total capacity of 6 MIO tons per year, taking into account the enterprise development, including the third workflow phase. And, what is very important, the Tyumen Region is distinguished by a high demand for oil products. The Antipinsky Oil Refinery has also worked out the kinks of the product sales current scheme: the plant has a possibility to ship fuel to enterprises directly from the refinery, loading small road tankers of 5-30 tons. Shipment of product in small volumes results in economy.

REFINERY FIRST WORKFLOW PHASES

Construction of an oil refinery with a maximum possible processing depth and a full product range of high quality engine fuels was from the very beginning performed in workflow phases. Each phase represents a complete production cycle with a certain range of petroleum products of a certain preset level.

In 2006, just in two years after the construction commencement in 2004, the 1st workflow phase with the design capacity of 400 thousand tons per year was commissioned, and in 2008, after technical re-equipment, the first workflow phase actual capacity amounted to 740 thousand tons per year.

Without slowing down the pace of construction, in May 2010, the plant 2nd workflow phase with the capacity of 2.75 MIO tons per year was commissioned. Thus, from November 2012, after the 2nd workflow phase modernization, the refinery total capacity (Crude Unit 1 + Crude Unit 2) is 4.2 MIO tons per year.

In the course of construction, Antipinsky Oil Refinery CJSC purchased and repaired the Antipino railway station near which a finished product sector (FPS) designed for light petroleum products (gasoline, diesel fuel) shipment by railway was built. The FPS is a separate facility connected with the plant main site by industrial pipelines of the total length of about 2.9 km. On the area of 15 ha, two double service racks allowing simultaneous loading of 71 railway tanks (what amounts to the Russian Railways rate), with a relay tank farm of 20 thousand cubic meters, are located.

After the FPS commissioning, the plant total oil products loading capacity increased up to 8 MIO tons per year (3 MIO tons - basic loading capacity + 5 MIO tons - FPS) and it became possible to decrease the burden on existing oil cargo piers on the oil refinery main site. The plant main site tanks that became available due to this fact are to be used as relay tanks what, in prospect, will allow to enhance the processing facilities operation reliability and to improve the company oil processing capacity, in particular, for oil delivered by railway. For today, the refinery relay tanks total volume is more than 315 thousand tons.

REFINERY THIRD WORKFLOW PHASE

Presently, the 3rd workflow phase construction (General Contractor – “Velesstroy” LLC) takes place in a few stages. The first stage of the 3rd workflow phase construction is to be completed in the 4th quarter of 2013. By that time, Crude Unit 3 with the capacity of 3.7 MIO tons per year will be commissioned, what will allow to increase the refinery crude oil processing capacity up to more than 7.5 MIO tons per year. Together with the unit, a number of off-site utilities will be put into operation: a commercial diesel fuel tank farm with the volume of 80 thousand tons, crude oil tank farm of 60 thousand tons, and modern effluent treatment facilities. At the 2nd stage of the 3rd workflow phase, construction of a distillate hydro-treatment unit is planned (with Danish company Haldor Topsoe as the process licensor and basic design developer). To support the hydro-treatment unit operation, units for production of hydrogen and free sulphur production with a granulation section will be built. This construction stage, which is to be completed in the 4th quarter of 2014, will allow to bring diesel fuel quality in line with the Euro-5 requirements (with sulphur content not exceeding 10 ppm) and to produce winter and arctic diesel fuel.

At the 3rd stage of the 3rd workflow phase, after putting into operation, in the 4th quarter of 2015, of a unit for vacuum tower bottoms delayed coking combined with an atmospheric residue vacuum distillation section, Antipinsky Oil Refinery will increase the oil processing depth up to 94%. It will result in diesel fuel output increase up to 50% of the total processing volume. The process licensor and basic design developer is American company FosterWheeler. The coke resulting from vacuum tower bottoms coking, which is the end product, is extremely demanded in metallurgy.

Then, in the first half of 2016, the refinery plans to pass over to production of “Euro-5” standard top bracket gasoline with the octane number of at least 95 points by the research method. It will be possible after putting into operation a continuous catalytic reformer and isomerization plant. The process licensor is company “UOP”.

In 2017-2018, the company plans construction of a vacuum gas oil hydrocracker unit using as the raw material the company own vacuum gas oil from the vacuum tower bottoms delayed coking unit and vacuum distillation section. In addition, a second hydrogen production unit and off-site utilities will be built.

UNIQUE PARTNERSHIP

Talking about Antipinsky Oil Refinery unique character, it should be noted that it is not a state, but a private project. And if the oil refinery processed more than 2.9 MIO tons of oil in the last year, in 2013, its capacity will reach 7.5 MIO tons per year, by 2014, the quality of petroleum products will conform to the Euro-5 standard, and by 2015, the processing depth will increase up to 94%. Besides, no enterprise of such scale and capacity has been commissioned on the territory of the RF in the past 30 years, if not count company Taneco which is also at the stage of construction.

An important constituent ensuring implementation of such ambitious plans of Antipinsky Oil Refinery CJSC is strategic partnership with such companies as VITOL, GLENCORE, MERCURIA, LITASCO.

Project investments in the period from 2010 to 2015 are to be about $2 billion. One of the steps within the enterprise planned development strategy was signing in March 2012, of a multicurrency facility agreement on granting to Antipinsky Oil Refinery CJSC of a term loan facility and a revolving line of credit for the total amount of up to $750 MIO. This multicurrency agreement was signed by JSC “Gazprombank”, Raiffeisen Bank International AG, and CJSC “Raiffeisen Bank” together with Glencore International AG, Vitol S.A., CJSC “Globexbank”, and West LB AG (London). Credit with the maturity in March 2017 consists of three tranches in US dollars and in Russian rubles, with the security in the form of pre-export and export financing elements.

ENVIRONMENTAL PRIORITIES

Today, at the background of growing oil extraction and processing volumes, issues of environment protection and industrial safety are of the top priority for the management of Antipinsky Oil Refinery CJSC. That is why, at the time of Antipinsky Oil Refinery construction, special attention is paid to application of the highest environmental standards.

First of all, the environment department of the refinery state-of-the-art accredited chemical and analytical laboratory, on a permanent basis, controls the state of the environment, surface and waste water. To reduce the load on the environment, at the time of the plant engineering, a number of technological solutions were applied that allowed to reduce to the minimum the water consumption and, consequently, waste water discharge, pollutant emissions into the atmosphere, and to exclude pollution of the soil and subsoil waters with oil and oil products.

It should be especially noted that, within the framework of the 3rd workflow phase construction, modern effluent treatment facilities meeting the requirements of the strictest environmental standards are being constructed. Such treatment facilities will ensure industrial effluent and stormwater and domestic waste water treatment to such a level when waste water is purified to a degree allowing to use the treated water again or to even dispose it into a fishery water body.

The waste water high-tech treatment complex consists of three main units: a physical-and-chemical waste water treatment unit (Separation Specialists impeller flotation), biological waste water treatment unit (GE Water and Process Technologies membrane biological reactor), and waste water final purification unit (effluent dual carbon filtration and ultraviolet decontamination. The treatment facilities total area is 10.73 ha.

COMPANY SOCIAL POLICY

Antipinsky Oil Refinery considers the social policy and charity as top priority issues. Provision of high quality medical service, employees support using the system of various types of material aid and compensations, desire to improve the enterprise employees living conditions are always on the agenda. Thus, for example, pursuant to the resolution of the company Board of Directors Chairman D. P. Mazurov, a block of 152 flats is being built for specialists and the best workers, with commissioning planned for 2013.

For the period of its existence, the enterprise has developed key charity support trends: support is provided not through charity organizations and foundations, but directly to orphanages, foster homes, clubs, cultural and sports institutions, the Tyumen Region organization of the All-Russian Society of the Disabled. For today, Antipinsky Oil Refinery has developed friendly relations with Municipal Educational Establishment “Orphanage No. 66” for orphans and children deprived of parental care. Thanks to the refinery sponsorship support, sportsmen of one of Tyumen Junior Judo clubs can regularly train themselves and participate in competitions of various levels.
