The idea to build an oil refinery in the south of the Tyumen Region belonged to Sibnefteprovod, a subsidiary of Joint-Stock Company Transneft OJSC, in late 1990s. But, however, due to a number of reasons, the refinery construction project remained uncompleted. In 2004 our team decided to reanimate the enterprise. That was how Antipinsky Oil Refinery was born.
Six years ago the administration of the city of Tyumen approved the commissioning of the first phase of construction of Antipinsky Oil Refinery CJSC with the estimated capacity of 400 thousand tons of refined oil per year. From the very beginning of its existence the enterprise charted a course toward the quality of its products.
On April 9, 2010, the second phase with the estimated capacity of 2.75 million tons per year was put into operation. It should be noted that after the commissioning of this phase the total capacity of the refinery made up 3.5 million tons per year and it will grow by the end of 2012 up to 4.1 million tons. No enterprises of similar capacity have been commissioned on Russian territory for about 30 past years.
Now works are underway related with the second stage of fulfilling technical specifications providing for the construction of an oil pumping station at LDPS [line and production traffic control station] “Torgili”, and technical modernization of the delivery-and-acceptance section is being carried out, too.

Plans made by Antipinsky Oil Refinery CJSC confirm the fact that the enterprise is dynamically developing and constantly paying due attention to the quality of its products more eloquently than any words. Thus, for example, it is planned to start the production of coke which is in great demand in metallurgy. And the vacuum gasoil produced using the complex fuel-oil high level processing unit will be treated at the hydrocracking unit making it possible to obtain high quality Euro-5 standard diesel fuel. Thanks to such technologies the enterprise will be able to offer the entire range of diesel fuels to its consumers: summer, winter, arctic. In the long run the refinery will meet the demands of the southern Tyumen Region, partly Trans-Urals, and Middle Urals in high quality diesel fuel. Such progress made by Antipinsky Oil Refinery would have been impossible without support of its permanent partner, Sibnefteprovod OJSC, with which Antipinsky Oil Refinery has been cooperating from the first days of its establishment.
Benchmarks of business relations between Antipinsky Oil Refinery and Sibnefteprovod OJSC
July 15, 2005 – technical specifications were received for connecting oil refining facilities of Antipinsky Oil Refinery CJSC to the oil trunk pipeline of Tyumen-3 oil pumping station making it possible to deliver up to 0.4 million tons of oil per year to Antipinsky Oil Refinery.
December 27, 2006 – the delivery-and-acceptance section of Antipinsky Oil Refinery CJSC (CI/IKH № 1006) was commissioned, first oil was received through the в oil trunk pipeline. March 12, 2010 – due to the commissioning of the second phase of the refinery technical specifications were received for design engineering and connecting facilities in order to provide for the delivery to Antipinsky Oil Refinery CJSC up to 6 million tons of oil per year.
December 3, 2011 – technological connection was made according to the first stage of specifications providing for the delivery of 1.7 tons of oil per year, Konda-3 oil pumping station on the territory of Konda pumping station and industrial pipelines from Konda pumping station to the connecting point of Shaim-Tyumen oil pipeline with receiving, cleaning and diagnostic assemblies were built, protective equipment assembly was reconstructed at the acceptance point of Tyumen oil pumping station.
