The Project Facing The Future
Within just several years, from the end of 2006 to 2014, Antipinsky Oil Refinery CJSC turned into one of the major enterprises in the Tyumen Region having increased the volume of refined oil from 400 thousand to more than 7.5 million tons p.a.
In January 2014 ELOU AT-3 oil refining unit was put into operation completing thereby the first stage of the third workflow phase. The second stage of the third workflow phase provides for the building of the diesel fuel hydrotreating unit which will make it possible to begin the production of Euro-5 diesel fuel already at the end of this year.
In addition to that, the refinery plans to improve the oil processing depth [refining efficiency] up to 94% by commissioning the combined deferred tar carbonization unit with a fuel-oil vacuum distillation block. As a consequence, the output of diesel fuel will grow up to 50% of the total refining output. Next in turn is the solution of other issues which are no less large-scale and ambitious, including the output of Euro-5 high octane gasoline with the octane number of no lower than 95 points under research method.
For these purposes and in general for further modernization of facilities, improvement of quality, extension of the output product range Sberbank CIB has provided a credit facility to Antipinsky Oil Refinery to the tune of almost USD 2 billion for the period of 10 years. Sberbank experts have called this project the major transaction on funding a private enterprise in Western Siberia.
Today Antipinsky which is the only industrial oil refinery in the Urals Federal District is capable of meeting the growing demand for oil products of the region.
The refinery is connected to the oil trunk pipelines of Transneft JSC and Tyumen-3 oil-pumping station, it disposes of the relevant production base, including of the oil delivery and acceptance point with a LACT unit and oil metering station. There are also either-direction railway tank filling racks, three racks, two road tanker filling racks, a unified refinery’s network-integrated automated control system there. And even railway tracks of Antipino station.
The finished products sector of the area of 15 ha is connected with the main site of the refinery by industrial pipelines of about 3 kilometers long. There are two either-direction tank filing racks there which make it possible to load 71 rail tankers at a time. The commissioning of the sector swelled the aggregate oil-loading estimated capacity of the refinery up to 8 million tons lessening the burden of the functioning load/discharge racks at the main site of the refinery. Empty tanks of the main site of the refinery will be used as intermediate what will make it possible in future to enhance the reliability of operation of processing facilities and the enterprise’s efficiency of refining crude oil, in particular, that delivered by rail.
For the purpose of environmental protection an up-to-date complex of treatment facilities consisting of 5 stages has been built at the refinery what will ensure purification of all industrial, rainfall, and domestic wastewaters, dehydration of trapped oil products, residues and excess sludge at the enterprise using modern equipment and most advanced technologies.
Achievements of Antipinsky Oil Refinery CJSC were more than once noted in different rating lists of industrial events, it was granted awards and diplomas not only for its production activity, but also for progress in industrial security, solution of social issues. Thus, the enterprise occupied top places in the following categories of the regional stage of the Russian national contest “Russian Organization of High Social Efficiency”: “For participation in solving social problems of the territory and development of corporate charity” and “For reducing occupational injury and morbidity rates in organizations of industrial production”.
Chairman of the State Duma of Russia Sergei Naryshkin highly appreciated the efficient work of the enterprise: “Antipinsky Oil Refinery is a good example of implementing new projects which are really facing the future, of cooperation among investors, authorities, and builders.”
