Oil Refining In Tyumen Becomes Reality

The notions “Tyumen” and “oil” have been going together for many years, all over the world when speaking about the former people imply the latter, and vice versa. And over this entire period the “black gold” extracted from the earth stratum in the Tyumen Region leaves the region for other territories subsequently being converted there into products of quite another value. However, already in the nearest future this unnatural error will be corrected, it will take place when Antipinsky Oil Refinery starts its production output. The ceremony dedicated to the opening thereof was held this past Saturday.

However, already in the nearest future this unnatural error will be liquidated, it will take place when Antipinsky Oil Refinery starts its production output. The ceremony dedicated to the opening thereof was held this past Saturday.

Antipinsky Oil Refinery CJSC was established in June 2004 for the purpose of implementing the project of construction of the oil refinery complex in the Tyumen Region. The Moscow-based company “Neftegazokhimicheskie Tekhnologii” (Oil, Gas, And Chemical Technologies) is the managing and coordinating structure in charge of organizing and financing the project, construction, and commissioning. The area of activity of the management company is the oil and gas sector of the economy.

Antipinsky Oil Refinery CJSC will convert west-Siberian crude oil into gasoline, diesel fuel, residual oil, fuel gas (for its own purposes), gasoil, tar, bitumen. The first phase of the enterprise the construction of which has already been completed is to produce 550 thousand tons of POL materials per year. In 2007 the second-phase facilities are to be commissioned what will enable the refinery to achieve the level of capacity exceeding 1.6 million tons of POL per year. According to the estimates of construction proponents such volume will not only meet the oil-product demand of the southern Tyumen Region, but also provide agricultural enterprises of the region with high-quality fuel which is cheaper than on the market.

According to the interview given by Gennady Lisovichenko, General Director of Antipinsky Oil Refinery CJSC, to the journalists at the official ceremony dedicated to the opening of the refinery the enterprise will employ 207 people in accordance with the project, 120 people have already been hired. The overwhelming majority of specialists are the people living in Tyumen, including the graduates of local higher educational institutions.

According to Dmitry Mazurov, Chairman of the Board of Directors of “Neftegazokhimicheskie Tekhnologii” (Oil, Gas, And Chemical Technologies), it would have been impossible to implement the project without the all-out assistance rendered by the government of the Tyumen Region and the authorities of the city of Tyumen. The role of financial institutions which have provided funds for construction, namely: Raiffeisenbank, Interprombank, and Probusinessbank, has been of no less importance. The main planner of the construction is Neftekhimproyekt State Design Institute (the city of Kazan). Tyumenpromstroi Building Company LLC has completed construction and assembly works at the complex. Surgutenergomontazh CJSC assumed the main functions on the installation and repair of the basic and auxiliary thermal-mechanical equipment at power and electric-network facilities. The partners of the project are Tyumenenergomontazh OJSC, Gazsvyaz LLC, Neftekhimmontazh OJSC, and others.

On Saturday representatives of all these companies came to congratulate their colleagues on great progress. Chief Federal Inspector of the Tyumen Region Vladimir Ulyanov confessed that even one year ago he had not believed in such a fast implementation of the project. However, the joint efforts of all levels of authorities, all financial and industrial structures have made it possible to achieve such impressive results. As consequence, the commissioning of Antipinsky Oil Refinery has become a significant event not only in the city and region, but also in the entire Urals Federal District. In particular, deputy plenipotentiary representative of the Russian president in the Urals Federal District Viktor Basargin kindly requested to sincerely congratulate all those people who had built the refinery, who financed it, and who would then operate it. 
- To build a refinery is only “half the battle” - reminded Sergei Prozorov, director of the Subsoil Management and Ecology Department of the Tyumen Region. - It is more important and more responsible to receive finished products in the volume which would justify exerted efforts, material expenses, energy, thoughts and hopes of the people who participated in the project implementation. On this bright day I would like to wish the enterprise to begin functioning at the estimated capacity very soon and to encounter as few problems and misfortunes as possible on the way of its progress. 
- Without exaggeration a historical event has taken place in Tyumen, Mayor Sergei Smetanyuk noted. – We have been expecting it for a long time, hoped, and tried to solve this problem gradually. For different external and internal reasons the capital of the oil region remained without an oil refinery. What happens today is simply great. We do know that efforts of too many people have made it possible. I mean constructors, installers of technological equipment, and those who have taken an uneasy decision of commencing the refinery building at this site. And, thank God, the first stage of works has been completed. I am sure that using such methods we, definitely, can implement the second stage and, moreover, increase the capacities up to 10 million tons. It is quite a realistic perspective for the city and the region to be provided with your products.

According to the tradition symbolizing the commissioning of the complex Sergei Smetanyuk and Dmitry Mazurov cut the red band. Gennady Lisovichenko organized an excursion for the guests of honor, he showed the refinery’s laboratories and control room to them. Everybody could make sure that the enterprise used the most up-to-date technology and equipment complying with international quality standards. This circumstance will guarantee the uninterrupted output of products and their compliance not only with current Russian regulations, but also with more strict global standards. Special emphasis was laid on nature protection: the refinery’s own treatment facilities and equipment will make technical water and industrial effluents compliant with the relevant sanitary standards. An independent accredited laboratory which will permanently monitor the ambiance and environment in addition to the certification of products is also envisaged.

Now the startup and adjusting operations which are to be carried out for about one month have been commenced at Antipinsky Oil Refinery. According to the promises given by the refinery’s executives already in September commercial output will be produces and the first tanker of POL materials will be discharged from the filling rack and transported to consumers.
