ANTIPINSKY OIL REFINERY CJSC WAS FOUNDED IN JULY 2004 ON THE TERRITORY OF ONE OF THE LARGEST OIL AND GAS CONSTITUENT ENTITIES OF THE RUSSIAN FEDERATION, THE TYUMEN REGION, WHERE MOST OF RUSSIAN RESERVES OF “BLACK GOLD” (72%) AND “BLUE GOLD” (91%) ARE CONCENTRATED. NO ENTERPRISE OF SIMILAR CAPACITY HAS BEEN COMMISSIONED ON RUSSIAN TERRITORY OVER THE PAST THIRTY YEARS, BUT FOR “TANEKO” WHICH IS CURRENTLY ON THE STAGE OF GROWTH AND CONSTRUCTION.
IN 2012 ANTIPINSKY OIL REFINERY PROCESSED MORE THAN 2.9 MILLION TONS OF OIL, AND IT IS FAR FROM MAXIMUM, ALREADY THIS YEAR THE REFINERY’S CAPACITY IS PLANNED TO REACH 7.5 MILLION TONS P.A., IN ONE YEAR THE QUALITY OF PRODUCTS WILL CONFORM WITH EURO-5 STANDARD AND IN ONE MORE YEAR, IN 2015, THE OIL PROCESSING DEPTH WILL GROW UP TO 94%.
THE REFINERY: HISTORY AND MODERN REALITY
The first and still the only oil refinery in the Tyumen Region built practically from scratch immediately began its steady growth after it had just appeared on the market of hydrocarbon products. The first workflow phase with the estimated capacity of 400 thousand tons per year was commissioned at the end of 2006, but due to technological modernization the refinery actually processed 740 thousand tons of hydrocarbons per year already by 2008. In May 2010 the second workflow phase with the capacity of 2.75 million tons per year was commissioned, after which annual refining volumes at the enterprise reached 3.5 million tons. In the course of the second phase modernization at the end of 2012 its capacity swelled up to 3.5 million tons per year and as from November the aggregate capacity of the refinery (ELOU-AT-1 and ELOU-AT-2) amounted to 4.2 million tons per year.
Initially the enterprise sold its finished products only by motor transport, by loading them to small tank trucks of 5-30 tons. In 2010 in order to develop its own logistic network Antipinsky Oil Refinery CJSC acquired and repaired Antipino railway station in the vicinity of which the finished products sector (FPS) was built for the purpose of the transportation of light oil products (gasoline, diesel fuel) by rail. The FPS is a detached facility connected with the main area of the refinery by means of industrial pipelines with the total length of about 2.9 km. On the territory occupying 15 hectares there are two either-direction tank filling racks making it possible to load 71 rail tankers at a time (what amounts to the RZhD rate) with an indirect tank farm of 20 thousand cu. m.
ON JANUARY 29, 2013 ANTIPINSKY OIL REFINERY PROCESSED THE 10-MILLIONTH TON OF OIL
The FPS commissioning has increased the total estimated oil-product loading capacity of the refinery up to eight million tons per year (three million tons of the enterprise + 5 million tons of the sector), it also lessened the load of functioning fill/discharge racks situated in the main area of the refinery. Empty tanks of the main area of the refinery will be used as relay what will make it possible to enhance the performance reliability of processing facilities and raise the enterprise’s productivity in refining oil which is delivered by railway transport.
Today the total volume of tank farms makes up 315 thousand tons, but already in 2013 within the framework of construction of the third workflow phase of the refinery it is planned to build new tank farms. In addition to that, the issues of Antipinsky Oil Refinery development and the building of new production facilities were considered in the course of connecting the refinery to the oil trunk pipelines of Transneft JSC with the total capacity of six million tons per year.
THE THIRD PHASE IS NEXT
Nowadays the production facilities of the refinery are still being formed: the construction of its third workflow phase which is carried out in several stages is in full swing.
Within the framework of the first stage it is planned to commission ELOU-AT-3 unit with the capacity of 3.7 million tons per year. As a result the crude-oil refining capacity of the enterprise will grow to more than 7.5 million tons per year. Together with the unit several off-site facilities will be commissioned: tank farms for commercial diesel fuel with the volume of 80 thousand tons, and for crude oil with the volume of 60 thousand tons, up-to-date treatment facilities. To be completed in the 4th quarter of 2013.

Diesel fuel hydrotreating unit will be built at the second stage of the third workflow phase construction for the purpose of improving the quality of diesel fuel as required by Euro-5 standard (with the sulfur content not exceeding 10 ppm) and for the purpose of ensuring the necessary freezing temperature so that winter and arctic diesel fuels can be produced. To guarantee the operation of the device hydrogen and elemental sulfur production units with the granulation block are to be constructed. This stage is planned to be completed in the fourth quarter of 2014.
The third stage is intended for increasing the oil processing depth up to 94% by commissioning in the fourth quarter of 2015 of a combined deferred tar carbonization unit with a fuel-oil vacuum distillation block. Due to commissioning of new facilities the output of diesel fuel will grow up to 50% of the total refining volume and the enterprise will have an opportunity to sell coke which is in great demand in metallurgy.
The volume of investments in the project within the period between 2010 and 2015 is planned at the level of USD two billion.
In the long-term perspective of the enterprise development it is planned the transfer to the production of high-octane gasoline of Euro-5 standard with the octane number of no lower than 95 points under research method due to the commissioning of the gasoline reforming unit with the catalyst permanent regeneration and isomerization block in the first and second quarters of 2016, and later on in 2017 – 2018 it is planned to build the vacuum gasoil hydrocracking unit, and the refinery’s own vacuum gasoil from the deferred carbonization unit and the vacuum block will be used as the raw material for it. In addition to that the second hydrogen production unit and off-site facilities will be built.
SOLUTION OF ENVIRONMENTAL ISSUES
Antipinsky Oil Refinery CJSC is one of the major oil refining enterprises in the Urals Federal District which is operating in the area of industrial security and environmental safety, labor protection. The refinery is carrying out its activity in compliance with requirements of the laws of the Russian Federation, as well as with its own regulatory documents and standards which provide for preventing emergencies, accidents, and incidents at a hazardous industrial facility. Besides, the enterprise is actively introducing international quality standards.
Of late against the background of growing oil production and refining volumes the issues of environmental protection and industrial security are of top priority for both, governmental structures and oil refining companies. Acute necessity for introducing no other than comprehensive measures at modern refineries aimed at minimizing the harmful impact on the environment due to industrial exploitation of oil refining facilities is noticed. In this connection in the course of construction and technical modernization of Antipinsky Oil Refinery special attention is paid to selection of up-to-date technological equipment with the application of high environmental standards which fact will make it possible to prevent emergencies, accidents, and incidents at a hazardous industrial facility.
The commissioning of the third workflow phase will enable the refinery to provide the Tyumen Region with Euro-5 motor gasoline and diesel fuel and, as a consequence, reduce environmental pressure of vehicles on the ambience. Since water is needed for refining oil and oil products at new units the construction of the third workflow phase began with the building of water intake, water conditioning, and treatment structures.
High-technology equipment of such Russian enterprises as “Komsomolets” Tambov Plant named after N.S. Artemov OJSC, LIT Research and Production Association, EKO-Umvelt CJSC, TEKO-FILTR Production Enterprise LLC, as well as of such foreign companies as Zickert (Sweden), Separation Specialist (USA), GE Water & Process Technologies (Hungary), and other firms well known all over the world, will be used at the new facilities of the refinery the construction of which will be completed in early July.
The equipment in question will make it possible to:
• prevent any changes of the Tura River bottom and any limitations of water traffic;
• provide the refinery with water of required quality;
• reduce the area of construction four times as compared with traditional treatment technology at primary and secondary sludge basins (biological wastewater treatment technology);
• minimize operational costs including by using low power consumption equipment and advanced chemical agents;
• reduce the impact of harmful factors (such as noise, vibration, emissions, and discharges, etc.) on the environment and employees. Advanced methods applied to the treatment of industrial and rainfall as well as domestic sewage waters will enable the refinery to reuse up to 60% of treated wastewaters for technical purposes of the enterprise, to make the remaining 40% of water meet hygienic requirements applied to surface water protection and channel it to the Tura River.
Control over the quality of wastewater will be exercised at all stages of treatment thereof using up-to-date equipment of the accredited ecological and analytical laboratory of Antipinsky Oil Refinery CJSC.
TAKING CARE OF PEOPLE
The social policy of the enterprise includes programs and measures aimed at providing social protection for employees and creation of healthy and safe working environment. The refinery’s administration does not only take care of providing quality medical service, supporting employees through the system of various kinds of financial assistance and compensations , but also, what is especially important, it does its best to improve their living conditions. Thus, by resolution of the Chairman of the Board of Directors a multi-family house with 152 flats is being built for the company’s professionals and foremost workers, which is to be delivered in 2013.
One of the main spheres of social policy pursued by Antipinsky Oil Refinery CJSC is charity. For the entire period of its existence the enterprise has developed key areas of charitable assistance: it doesn’t use charitable organizations and foundations, but renders support directly to orphanages, boarding schools, clubs, cultural institutions, the Tyumen regional organization of the Russian national society of the disabled. The enterprise pays no less attention to sports by providing finance to one of the junior judo clubs in Tyumen.
