Antipinsky Oil Refinery continues implementation of a large-scale project aimed at production of “Euro-5” standard fuel, increase of processing capacity up to 7.5 MIO tons per year and processing depth – up to 94%.
Preparation for Euro
Antipinsky Oil Refinery plans to complete the first stage of the 3rd workflow phase by the end of the current year. The refinery will put into operation Crude Unit 3 with the capacity of 3.7 MIO tons per year, what will increase the plant crude oil refining capacity up to 7.5 MIO tons per year. Together with the unit, a number of off-site utilities will be commissioned: a commercial diesel fuel tank farm with the capacity of 80 thousand tons, crude oil tank farm of 60 thousand tons, modern effluent treatment facilities.
At the second stage of the 3rd workflow phase construction, which is to be finally completed in the 4th quarter of 2014, a distillate hydro-treatment unit will be built (with Danish company Haldor Topsoe as the process licensor and basic design developer). The new equipment will allow to bring the diesel fuel quality in line with the “Euro-5” standards (with sulphur content not exceeding 10 parts per million) and will allow the plant to produce winter and arctic fuel.
“Within the third stage, our enterprise plans to increase the oil processing depth up to 94% by putting into operation a unit for vacuum tower bottoms delayed coking combined with an atmospheric residue vacuum distillation section in the 4th quarter of 2015, Antipinsky Oil Refinery CJSC General Director Gennady Lisovichenko says. - Diesel fuel output will increase up to 50% of the total processing volume. And the coke resulting from vacuum tower bottoms coking will be demanded among metallurgical industry enterprises”.
In the first half of 2016, the refinery plans to pass over to production of “Euro-5” standard top bracket gasoline with the octane number of at least 95 points – due to commissioning of a gasoline reforming unit. In 2017-2018, Antipinsky Oil Refinery plans to build a vacuum gas oil hydrocracker unit. The company own vacuum gas oil from the vacuum tower bottoms delayed coking unit and vacuum distillation unit will be used as the raw material for the new equipment operation. In addition, a second hydrogen production unit and off-site utilities will be constructed.
The total estimated investments in Antipinsky Oil Refinery 3rd workflow phase construction amount to 2 billion dollars. Financing of the project initial phase will be provided, in particular, under a multicurrency facility agreement for the total amount of 750 million dollars signed in the spring of the last year.
The agreement parties are JSC “Gazprombank”, Raiffeisen Bank International AG, and CJSC “Raiffeisen Bank” together with Glencore International AG, Vitol S.A., CJSC “Globexbank”, and West LB AG (London).
Antipinsky Oil Refinery CJSC was founded in July 2004 on the territory of the Tyumen Region where 72 percent of the Russian oil reserves and 91 percent of natural gas reserves are concentrated. The refinery 1st workflow phase with the design capacity of 400 thousand tons per year was put into operation already in November 2006. In 2008, due to technical re-equipment, the enterprise actual capacity reached 740 thousand tons per year
In May 2010, the 2nd workflow phase with the capacity of 2.75 MIO tons per year was started up, and Antipinsky Oil Refinery total capacity reached 3.5 MIO tons of refined oil per year. In the process of the 2nd workflow phase modernization, at the end 0f 2012, it became possible to increase its capacity up to 3.3 MIO tons per year, and the refinery total capacity – up to 4.2 MIO tons per year.
Within the framework of production expansion, Antipinsky Oil Refinery CJSC purchased and repaired the railway station of Antipino. Near the station, a finished product sector (FPS) was built for gasoline and diesel fuel shipment by railway. The FPS, with the area of 15 hectares, is connected with the plant main site by industrial pipelines of the total length of about 2.9 km. The sector commissioning increased the refinery total oil products loading capacity from 3 to 8 MIO tons per year and allowed to decrease the burden on existing oil cargo piers on the oil refinery main site.
“Antipinsky Oil Refinery is the only oil refinery plant in the Tyumen Region and the Urals Federal District, Gennady Lisovichenko points out. – For the past 35 years, no private enterprise with capacity comparable to the capacity of our refinery has been commissioned on the territory of Russia”.
Fuel with prefix “eco”
At the background of growing oil processing volumes, issues of industrial safety and protection of nature are of the top priority development trends for the Tyumen enterprise. Antipinsky Oil Refinery accredited chemical and analytical laboratory environment department, in particular, constantly controls the state of the environment, surface and waste water. To reduce the load on the nature, at the time of the plant engineering, a number of technological solutions were applied that allowed to reduce to the minimum pollutant emissions into the atmosphere, decrease water consumption (and, consequently, waste water disposal), and to exclude pollution of the soil and underground waters with oil and oil products.
In addition, effluent treatment facilities that are being erected within the framework of the refinery third workflow phase construction will ensure waste water treatment to the level allowing to use it again or to dispose into a fishery water body. Industrial water will go through three treatment units: physical-and-chemical, biological, and final purification with carbon absorption filters.
Antipinsky Oil Refinery social policy provides for programs and measures aimed at creation of healthy and safe labor conditions and enhancing employees’ life quality. The plant personnel can count not only on qualified medical professionals’ support and material aid, but also housing conditions improvement. Now, a block of 152 apartments is being built for Antipinsky Oil Refinery specialists and best workers. The block is to be commissioned already in this year.
Charity is one of important trends of the enterprise social policy, Gennady Lisovichenko continues, - We render direct targeted support to the Tyumen Region organization of the All-Russian Society of the Disabled, regional orphanages, foster homes, clubs and cultural institutions. The Tyumen Region club of physical culture disabled veterans receives sponsorship support. This club members – Masters and Candidate Masters of Sports – achieve quite impressive results, become champions and prize winners of Russian swimming and track and field athletics championships.
