One of the youngest enterprises of the oil refining industry, Antipinsky Oil Refinery, has become one of the major producers in the Russian Federation over eight years of its existence.
No enterprises of similar capacity have been built in Russia for about 30 years. Within relatively short time periods two work flow phases have been put into operation in the refinery, the third phase is to be commissioned in 2013, then the production of European-standard fuels will begin. In addition to high performance indices achieved by the enterprise it successfully solves the issues of environmental protection and social security of its workers. Information about the development of the most up-to-date enterprise in the Tyumen Region has been provided to the Itogi. Gennady Alekseevich, Antipinsky Oil Refinery was built within extremely short period of time, but even now one can see the result of this efficient work. What are the volumes of production at the refinery as of today?
When in 2006 the first work flow phase was commissioned the estimated capacity of the refinery amounted to 400 thousand tons. In two years due to technological modernization the enterprise’s capacity swelled almost twice reaching 74O thousand tons per year. Then the enterprise went on increasing production rates having commissioned the second phase with the capacity of 2.75 million tons per year and thereby improving production results up to 3.5 million tons per year. In the course of the second phase modernization this index will go up to 3.3 million tons per year what in the nearest future will make it possible to achieve the total volume of refining amounting to 4.1 million tons.
To what extent will production performance improve after the third phase commissioning, and when will it take place?
We have planned to commission the third phase next year. Oil refining capacity in new conditions will swell up to 7.5 million tons per year of which the capacity of the third phase proper will make up 3.7 million. The amount of investments in the third phase construction is planned at the level of USD 2 billion. The first step forward on the way of attaining the intended objective has become the signature of the multicurrency facility agreement with such banks as Gazprombank OJSC, Raiffeisen Bank International AG and Raiffeisenbank CJSC jointly with Glencore International AG, Vitol S.A., Globexbank and WestLB AG (London) on lending term and revolving credit lines to Antipinsky Oil Refinery for an overall amount of USD 750 million. In 2O14 the refinery will start to produce the diesel fuel of Euro-5 standard which is a compulsory fuel quality standard for the countries of the European Union. It is especially important due to the fact that Russia has just become one of the country-members of the WTO. It is also worth noting that already now we have managed to gain confidence of major international companies, such as, Vitol, Glencore, Mercuria, and Litasco.
What else do you plan to produce in addition to diesel fuel?
In 2016 reforming and isomerization units are to be commissioned which will make it possible to produce Euro-5 high-octane gasoline (the 5th quality class gasoline). On a par with high-quality motor gasoline the refinery intends to produce coke which is in great demand in metallurgy, in addition to that, the construction of unit for the production of elementary sulfur (granulate) is also planned.
At what level is oil refined nowadays?
Now the processing depth is at the level of 60%, but we intend to increase this index. Thus, the deferred tar carbonization unit owing to which the processing depth will reach 94% is scheduled for commissioning in December 2015. The processing depth will be provided by the construction and commissioning of the complex unit intended for the high-level processing of fuel oil consisting of a fuel-oil vacuum distillation block and a deferred tar carbonization block.
Gennady Alekseevich, it is common knowledge that such productivity rates require considerable labor resources. How does the enterprise manage to inspire its staffers?
We try to pay as much attention as possible to the social security of our staffers. Most social programs are aimed at creating healthy and safe environment for our workers. In addition to medical services and the provision of various kinds of financial assistance we have an opportunity to improve the housing conditions of our employees. Now Antipinsky Oil Refinery is building an apartment house with 152 flats for the enterprise’s professionals and foremost workers which will be delivered in 2013.
And are you making yourself known in the region in general, in the social sphere?
We spend rather substantial funds for charity. The enterprise renders financial assistance directly to orphanages, boarding schools, clubs, cultural institutions, the Tyumen regional organization of the Russian national society of the disabled. The enterprise pays no less attention to sports organizations. In particular, we provide finance to the junior judo club in Tyumen, and not so long ago we participated as the main sponsor in the XII Tourist Forum for disabled persons which was held in the Tyumen Region.
Do any questions arise from the public regarding environment?
Our enterprise tries to comply with the most stringent ecological standards. To reduce the harmful impact of industrial exploitation of oil refining facilities on environment we have developed a number of comprehensive measures aimed at improving environmental situation in the region.
The ecology department of the refinery’s accredited chemical analytical laboratory is functioning at the enterprise which keeps regular monitoring of the environment, surface and waste water condition. To reduce impact on the environment a number of technological solutions were developed as the refinery was designed in order to minimize water consumption and, consequently, waste water discharge and pollutant emissions to the atmosphere, as well as to avoid contamination of the soil and ground waters with oil and oil products. Moreover, sewage treatment facilities are being built which will provide for the treatment of technical, storm, service and household waste waters to the required extent making it possible to use purified waste waters repeatedly, an discharge them to a fishery water body.
