Antipinsky Oil Refinery: european standards in Tyumen

“The commissioning of the third phase of Antipinsky Oil Refinery will meet the demand of the Tyumen Region in petroleum derivatives in full,” General Director of Antipinsky Oil Refinery Gennady Alekseevich Lisovichenko is sure. Even several years ago oil was not refined in this oil producing region, but already in three years high quality motor diesel fuel and Euro-5 gasoline is to be produced here.

— Gennady Alekseevich, Antipinsky Oil Refinery is a young enterprise but , however, it has managed to achieve good results already…

— Right, the refinery was built within extremely short period of time using modern technologies. It should be noted that we pay special attention to the compliance with high ecological standards, now we are building complex treatment facilities.

The first workflow phase of the refinery with the capacity of 400 thousand tons p.a. was commissioned at the end of 2006. Then technological modernization was carried out and the capacity swelled to 740 thousand tons. After the commissioning of the second phase in May 2010 it grew to 3.5 million tons. By the end of 2012 we plan to raise this indicator to 4.1 million tons and after the commissioning of the third phase in 2013 the volumes of refined products are to reach 7.5 million tons per year.

- At what stage is the construction of the third phase of the refinery now?

— We have already started the construction and are simultaneously carrying out preliminary-design and project activities, obtain licenses, baseline designs, draw up engineering documentation, purchase equipment for the main and auxiliary production facilities. The third-phase facilities will be commissioned in several stages: from 2013 to 2016.

In 2013 we plan to build and put into operation the ELOU-AT-3 unit with the capacity of 3.7 million tons per year which will enable the refinery to attain the oil refining volumes of 7.5 million tons per year. At this stage complex treatment facilities are to be constructed.

At the second stage (the year 2014) the diesel fuel hydrotreating unit will be put into operation which will produce Euro-5 (5th grade) fuel with the sulfur content therein of 10 ppm percent.

— Currently the oil processing depth at Antipinsky Refinery is 60%. To what indicator do you plan to raise it?

- After the commissioning of the third stage of the third phase of the refinery in 2015 we plan to raise the level of processing to 94% and in 2016 (the fourth stage) we are to begin the production of high-quality Euro-5 gasoline. It will be in demand not only abroad, but also in the nearby low-temperature regions of Russia, such as the Khanty-Mansi and Yamal-Nenets Autonomous Areas.

A complex plant intended for the high level processing of fuel-oil (a fuel-oil vacuum distillation block and a deferred tar carbonization block) will be put into operation. FosterWheeler is the licensor. The processed fuel oil will be refined at the diesel hydrotreating unit with a dewaxing module (Haldor Topsoe is the licensor) and subsequently converted into Euro-5 motor diesel fuel.

Plans are in place to build a complex unit intended for the production of high-octane motor gasoline complying with Euro-5 standard. The unit will consist of the gasoline hydrotreatment, isomerization, and reforming block. The commissioning of the unit intended for elemental sulfur production is also envisaged. All this will allow us to achieve the required level of selecting light oil products and increase the oil processing depth.

— What is the estimated monetary amount to be spent for the construction of the third phase of Antipinsky Oil Refinery? What are the sources of investments?

— The tentative volume of investments in the project from 2010 to 2015 will make up about $2 billion. The enterprise will be able to implement all its planned activities due to the borrowing of credit resources of international banks and the refinancing of its own profit. The first step forward has already been made: a multi-currency credit for an overall amount of $750 million has been obtained. The relevant agreement has been signed by Gazprombank, Raiffeisen Bank International AG, and Raiffeisenbank CJSC jointly with Glencore International AG, Vitol S.A., Globexbank CJSC, and WestLB AG (London).

— Will the refinery produce something in addition to motor fuel in the future?

— We plan to begin the production of coke which is in great demand in metallurgy. The vacuum gasoil obtained in the complex plant intended for the high level processing of fuel-oil is to be processed at the hydrocracking unit which will subsequently yield high quality fuel of Euro-5 standard making it possible to produce the entire assortment of diesel fuels: summer, winter, and arctic.

- How does the enterprise solve environmental problems?

- The environmental safety of production is one of the topical issues for both, governmental structures and oil companies.

Comprehensive measures are taken at Antipinsky Oil Refinery for reducing the harmful impact which oil refining facilities make on the environment in the course of their operation. Special attention is paid to complying with high ecological standards.

The ecology department of the refinery’s accredited chemical analytical laboratory keeps regular monitoring of the environment, surface and waste water condition. To minimize the impact on the environment a number of technological solutions were developed as the Refinery was designed in order to minimize water consumption. They help to reduce waste-water discharge and pollutant emissions to the atmosphere, as well as avoid contamination of the soil and ground waters with oil and oil products.

Examples of such solutions are as follows: The use in process furnaces of burner units which comply with the most stringent environmental requirements; a sealed system applied within the entire process flow; the air-cooling systems for process flows; a water drainage system preventing waste water discharge to surface waters. Concrete platforms with guard rails and ladders are constructed for processing equipment and oil loading racks. Control, computerization, and telemetry of technological processes are carried out to prevent accidents, and minimize pollutant emissions to the atmosphere.

Now we are building sewage treatment facilities which will provide for the use of waste waters repeatedly, or their discharge to a fishery water body. They include a physical-chemical wastewater treatment block (impeller flotation using Separation Specialists equipment), a biological wastewater treatment block (the membrane bioreactor of GE Water and Process Technologies), a wastewater post-treatment block (the process of dual filtration using FSU sorption carbon filters with subsequent UV disinfection of wastewaters as required by Sanitary Rules and Standards (SanPin) 2.1.5.980-00 “Hygienic Regulations For Surface Water Protection”). Wastewaters will be as clear as drinking water. The total area of treatment facilities will make up 10.73 hectares.

- What principles lay the basis for the social policy of the company?

— The main objectives are to provide the social protection for employees and create healthy and secure labor environment. Qualified medical service and material support are provided to the refinery’s workers.

The management team of the enterprise is constantly doing everything in its power to improve living conditions of its staffers. By resolution of Chairman of the Board of Directors Mazurov D.P.an apartment house with 152 flats is being built for the enterprise’s professionals and foremost worker. It is to be delivered in the beginning of 2013.

Charity is one of important areas of social policy pursued by Antipinsky Oil Refinery CJSC. Assistance is rendered not through charitable organizations and foundations but directly to kindergartens, boarding schools, clubs, cultural institutions, the Tyumen regional organization of the Russian national society of the disabled. Friendly relations were established long ago between the enterprise and Orphanage No. 66, Municipal Educational Establishment, intended for orphans and children deprived of parental care. The enterprise pays no less attention to the area of sports providing material support to one of junior judo clubs in Tyumen. Besides, the refinery’s employees are more actively participating in sports events.
