December

  1. On December 1 – 13, a charity New Year Greeting Card contest was held among the refinery employee’ children. 26 contest participants made New Year greeting cards for the children in Borkovsky Forster Home.
  2. Work carried out to prepare for, organize and hold a New Year matinee party for children of the Refinery’s employees at Poisk Cultural Center.
  3. A 2015 New Year corporate party held for the Refinery’s employees.
  4. Work carried out to organize visits by Santa Claus and Snow Maiden to employees’ homes to wish their children a Happy New Year.
  5. List of employees to have earned the privilege to represent Antipinsky Oil Refinery CJSC in New Year festivities in Moscow determined together with heads of subdivisions, their trip to attend the festivities organized and held.

November

  1. The issue of delivering hot meals to the refinery’s remote subdivisions discussed with the Deputy Director (General Administration). Decision made to prepare lunch packets for delivery.
  2. On 11.11.2014, the Council of Employees members discussed at their meeting the need to select occupational safety representatives at newly set up and existing refinery’s subdivisions to organize public control over the observance of legitimate rights and interests of the refinery’s employees in the area of occupational safety at the refinery. It was resolved to appoint the following employees occupational safety representatives:
    • Malkov, Andrei Victorovich, Office of Mechanical Supervisor (Mechanical Repair Shop);
    • Akiev, Sadyg Habib Ogly, Transport Section;
    • Belov, Alexander Viktorovich, Canteen;

  3. Work carried out to organize New Year parties for employees of various units.
  4. Agreements for the lease of sports grounds and sports facilities used by the refinery’s employees revised and finalized.

October

  1. On October 27, a meeting between the Council members and representatives of the refinery administration was held. The meeting culminated in the unanimous adoption of amendments to the Collective Bargaining Agreement in connection with the changes in the company’s staff structure and introduction of new FTEs (positions and professions). Draft amendments as worded by the employer’s were adopted without any additional proposals. A relevant notice was given to the employer.
  2. Preparatory works were performed to organize festive events for the refinery’s employees scheduled for December 2014.
  3. Lists of nominees to serve as occupational safety representatives in the refinery’s newly set up and existing subdivisions were prepared for review at the meeting to be held on November 11, 2014.

September

  1. Participation in the holding of a festive event to celebrate Oil, Gas and Fuel Industry Day.
  2. Organizing and holding the children’s drawing and painting contest on the subject “My Parents Work at Antipinsky Oil Refinery”.
  3. Participation in the holding of a festive event to celebrate the refinery’s anniversary and unveiling of the updated Honors Board of Antipinsky Oil Refinery CJSC.
  4. Processing requests related to the optimization of routes to transport employees to the refinery.

August

  1. Three Council of Employees meetings were held to review nominations for Certificates of Appreciation and Recognition Notes to be awarded by the Tyumen Region Governor, Tyumen State Duma and the Board of Directors of the Antipinsky Oil Refinery on the occasion of Oil, Gas and Fuel Industry Day and the refinery’s anniversary.
  2. A cleanup day under Green Russia All-Russia Cleaup day prepared and held on 29.08.2014 on the territory of Zdorovie Cultural and Recreational Center. After the area was cleaned, a running race dedicated to Oil, Gas and Fuel Industry Day was held. The race length for women runners was 500 meter, for men – 1000 meters.

June-July

  1. Preparation, consideration and approval of the Council of Employees commissions regulations by the chairmen of the working commissions.
  2. The Council of Employees held three meetings for the purpose of nominating candidates among the employees of Antipinsky Oil Refinery for their awarding on behalf of the regional and municipal Administration, as well as on behalf of the Company Board of Directors in connection with the celebration of the City Day of Tyumen, the Birthday of the Tyumen Region and the Oil, Gas and Fuel Industry Day.
  3. On June 25 the Council of Employees meeting was held for the purpose of nominating candidates among the Council of Employees members to the commission on motivation. The commission on motivation is to select the refinery workers whose portraits will be placed on the honors board. The Council of Employees has delegated the following members to the commission: Gunbin Aleksandr Vladimirovich, Bannova Natalia Sergeyevna, Somov Pavel Vyacheslavovich, Geints Nikolai Genrikhovich, Deryabin Sergei Vladimirovich, Tveritina Yulia Vasilyevna, Poklonov Yevgeny Aleksandrovich, Ramazanov Ramil Suleymanovich, and Belov Aleksandr Viktorovich.
  4. July 24 and 30. The commission on motivation held its meetings. The candidacies of employees whose portraits were to be placed on the honors board of Antipinsky Oil Refinery CJSC were considered. On July 30, 20 refinery workers whose portraits would be placed on the honors board on the refinery’s birthday were elected by voting.

May

  1. From May 1 to 22 a commission formed out of the members of the Council of Employees took part in considering a new draft collective agreement.
  2. May 22. A meeting of the Council of Employees was held at which all members of the Council familiarized with the draft collective agreement. Comprehensive answers were given to the questions asked, thereafter all the members of the Council of Employees signed the memorandum of agreement in respect of the submitted version of the collective agreement. A resolution of determining May 25, 2014 as the effective date of the new collective agreement was passed unanimously.
  3. During three days, from May 19 to 21, meetings with the labor teams of the refinery’s units were held jointly with administration representatives. The collective agreement was presented at the meetings. Queries of the refinery employees were heard in the course of the meetings. Area managers answered the workers’ questions.
  4. On May 29 a regular meeting of the Council of Employees discussed the issue of the formation of working commissions out of the new Council members in charge of specific areas of the Council of Employees activity for the purpose of providing assistance to administration to solve the problems of the labor team. Thus, a decision was taken to form four commissions:

    1) The Labor Problem Solution Commission. Chairman Deryabin S.V.
    2) The Sports Commission. Chairman Doronin S.V.
    3) The Public Culture Commission. Chairman Tveritina Yu.V.
    4) The Labor Protection and Service-Utility Commission. Chairman Ilyinykh S.A.

April

  1. In the first fortnight the month the Council of Employees members were busy with the preparation for the conference of the employees of Antipinsky Oil Refinery CJSC.
    On April the conference of the employees of Antipinsky Oil Refinery CJSC was held, the agenda of which included the issue of electing new members of the Council of Employees in connection with the termination of powers of the previous Council. The following delegates were elected to the Council of Employees at the conference:

  2. On April 17 the first meeting of the newly elected Council of Employees was held where Gunbin Aleksandr Vladimirovich was elected to the post of the Council Chairman, Somov Pavel Vyacheslavovich was elected to the post of the Deputy Chairman, and Bannova Natalia Sergeyevna was elected to the post of the Council Secretary, in addition to that, the commencement date of the exercise of powers by the new members of the Council of Employees of Antipinsky Oil Refinery CJSC was determined.
  3. In connection with the fact that the Council of Employees members need to take part in the commission on considering the draft of the new collective agreement jointly with the representatives of the refinery’s administration nine people from among the members of the Council of Employees were elected there.

    The commission was joined by the following members:

    On April 17, 2014, a conference of the employees of Antipinsky Oil Refinery JSC was held. The main items of the conference agenda were appointment of the new members of the Board of the Council of Employees of Antipinsky Oil Refinery JSC and resolution on the representative body authorised to represent the interests of all employees in the social partnership, including, collective bargaining, drafting, execution or amendment of the collective agreement, control of its performance, as well as exercise of the right to participation in the management of Antipinsky Oil Refinery JSC, resolution of labour disputes between the employees and the employer.

    44 employees were delegated by the labour collectives to the conference; three of the delegates were absent at the conference for good reason, which means that 41 delegates took part in the conference. Besides, the following representatives of the company administration took part in the conference as observers: Deputy General Director, Broad Questions, Valeriy Ananyin, Deputy General Director, Personnel Management, Elena Polyakova, and Head of Legal Department, Mikhail Tarasov.

    The chairman of the Board of the Council of Employees, appointed in 2011, Alexander Gunbin, reported that audience that the term of office of the current members of the Board of the Council would expire on May 16, 2014 and the collective agreement would expire on May 24, 2014. In order to complete the amending of the new version of the collective agreement, the members of the Board of the Council of Employees, acting since 2011, went out of office to ensure the continuous preparation of the collective agreement. For this purpose, it was decided to hold a conference of the company employees in order to appoint new members of the Board of the Council of Employees, who would complete preparation of the new version of the collective agreement. Taking into account that the number of the company employees and, accordingly, the number of new organisational units have been increased recently, it was proposed to increase the number of members of the Board of the Council of Employees up to 21. “9 members of the Board of the Council of Employees were appointed 3 years ago. At that time, there were about 460 employees in the company. Currently, there are over 1,000 employees in the company. That is why the number of members of the Board of the Council of Employees should be increased to reflect the wishes of the larger number of representatives of the company organisational units in the collective agreement”, - Alexander Gunbin said.

    Maria Aleshchenko, Operations, Engineer of the 1st Category, was appointed Secretary of the Meeting, and Elena Polyakova, Deputy General Director, Personnel Management, Sergey Paltusov, Security Service, Department of Security Facilities, Deputy Head of Security Service – Head of the Department (Chairman of the Counting Board), Sergey Deryabin, Legal Department, Legal Expert of the Construction Legal Support Division (Secretary of the Counting Board) were appointed members of the Counting Board.

    Each participant in the conference received a voting bulletin with 44 names. Three voting options were provided for each candidate: “Aye», “Nay”, and “Abstained”. The participants casted and the members of the Counting Board proceeded to counting.

    As a result of secret voting, 21 members of the new Board of the Council of Employees, who would represent the interests of the employees in the relations with the employer during the near three years, were appointed. It should be noted that most of the members of the Board of the Council of Employees were re-appointed from the previous 2011 Board of the Council of Employees. This proves high appreciation of the efforts of the representatives of the organisational units in the Board of the Council. The members of the new Board of the Council will, in particular, make proposals on direct participation in mutual consultations with the employer as to the development of local regulations, economic and social plans, management of the Company and regulation of employment relations, as well as initiation of collective bargaining on preparation, execution and amendment of the collective and other agreements that regulate the social and employment relations in the Company.

    The first meeting of the new Board of the Council of Employees, at which the executives of the Board of the Council of Employees were appointed, took place on the same date. Alexander Gunbin, Head of Tankage Facility No. 4, was unanimously re-appointed as Chairman of the Board of the Council of Employees. Following the results of secret voting, Pavel Somov, Process Unit Operator of the 6th Grade, Crude Unit (ELOU) AT-2, was appointed as Deputy Chairman of the Board of the Council. Natalia Bannova, Assistant Engineer, Tankage Facility No. 4, was appointed as Secretary of the Board of the Council, by a majority of vote.

    The first meeting of the new Board of the Council of Employees, at which 16 members of the bilateral employer-employee committee were appointed, took place on April 22.

  4. On April 30, 2014, the nesting box family contest dedicated to the Labor Day was held. The festive event was organized on the territory of “Zdorovye” Cultural and Health Center where diplomas were granted to all participants in the family contest and the handicrafts of the following refinery workers were recognized the best by the majority of votes cast by the contest participants:

    1st place: Klimovich Nikolai Aleksandrovich – Electric Shop;
    2nd place: Moshkin Sergei Vladimirovich – UOTNiPN;
    3rd place: Vikulov Aleksei Vladimirovich – UOTNiPN.

March

  1. Preparatory activities were carried out in connection with the reelection of the Council of Employees. The meeting of the Council of Employees drew up and approved of the Regulation on the General Meeting (Conference) of the Employees of Antipinsky Oil Refinery CJSC according to which reelection would be held;
  2. Provisions of the new collective agreement were considered jointly with the representatives of the refinery’s administration;
  3. Preparatory activities were carried out, as well as the conditions and procedure of the nesting box family contest dedicated to the Labor Day were coordinated with the refinery’s administration.

February

  1. Six meetings with the labor teams of the enterprise were held jointly with the administration representatives. The report on activities carried out by the Council of Employees over the year 2013 was presented at the meetings, and the near-term plans of the Council for 2014 work were also stated. Questions asked by the refinery workers in connection with the approval, in particular, in May 2014 of a new collective agreement were heard in the course of the meetings, too.
  2. The Council of Employees members collected and considered proposals put forward by the employees in connection with introducing amendments and addenda to the labor agreement to be approved in May.
  3. A specially organized group carried out activity on resolving issues related with the improvement of transport logistics for driving the refinery employees to and from work.
  4. Sports and Public Culture Commission arranged large-scale ski race competitions among the refinery’s employees.

January

  1. Five meetings were held between labor collectives of the refinery’s units and representatives of administration. A report on activity carried out by the labor collective council over the year 2013 was submitted to the meetings, and the 2014 short-term plans of the labor collective council activity were also discussed. Questions asked by the refinery’s workers were heard at the meetings. Department heads answered all the questions of the workers.
  2. According to recommendations of department heads the list of workers nominated for awards to be granted on behalf of the Board of Directors, the General Director of the Refinery, and the Tyumen City Duma in connection with the commissioning of ELOU-AT-3 unit and treatment facilities was drawn up and agreed.
